Third Country Provision

A yarn-forward provision would give unlimited free access to apparel made from fabrics that are produced with US yarns.
Also, a Third-country fabric provision would allow the 14 LDC's to import fabrics from outside 14 country bloc and still retain duty-free access.
Leading apparel manufacturers in the 14 countries, such as Kiran Saakha, President of the Garment Association of Nepal (GAN) believe the Trade Act is necessary to reverse negative quota phase-out effects.
"We will organise a joint programme showcasing the adverse impacts of quota phase-out on the garment industry of LDC's of this region," he told reporters in Nepal.
