Targeting WTO Doha talks
The lobby comes ahead of the WTO (World Trade Organisation) Ministerial Conference scheduled in Hong Kong for December as part of the latest world talks on liberalising trade, known as the Doha round.
Pressure on Washington will be stepped up from apparel manufacturers from the 14 countries, according to Annisul Huq, President of the Bangladesh Garment Manufacturers' and Exporters' Association (BGMEA).
"We are going to intensify the pressure for duty-free access ahead of the upcoming WTO Ministerial Conference in Hong Kong," he told press in Bangladesh.
Support has also come from the Global Alliance of Fair Textile Trade (GAFTT), an alliance of countries calling for textiles and apparel to be negotiated separately during the Doha round.
Trade Act some way to go
The Act is currently with the Trade Committee of the House of Representatives and the Senates Finance Committee after originally being tabled in Congress on 26 January this year.
There still appears to be some work left to do and it is not clear at this stage whether the Act will make it into the Statute books.
