The workers in Nepal are set to get a wage revision, what with the Labour Advisory Committee supporting the agreement between industry owners and workers on the question of increasing the minimum wages. A meeting of the committee chaired by Mr Lekh Raj Bhatia, Minister for Labour and Transport endorsed the proposal.According to the agreement, the minimum monthly wages for a highly skilled worker would be Rs 4,950, for skilled Rs 4,760, semi-skilled Rs 4,650 and for unskilled Rs 4,600. It was also decided that this wage revision would not be applicable for the workers of the jute industry.A task force would be set up to give their recommendations of whether, the news standards of wages should be applicable to the jute industry, since it has to stand up to competition from the Indian jute industry, the suggestions for which would be tendered in a period of 15 days.Another committee would recommend on likely measures expected from the government to help the labour intensive carpet and garment industry as the impact would be widely felt in these industries too.

The members of the trade associations have put up various demands, including waiver of demand fee for electricity, a right to close units if requisite government help is not forthcoming, frame policy for ‘no work, no pay’ and declare industrial zones as no strike areas.According to Mr Joshi, President of FNCCI, if the government does not come forward to help the industry on an urgent basis, many companies would face closure in the next few weeks, leading to mass un-employment among workers.

US interested in signing trade pact with Nepal

The United States is showing interest in signing a bilateral trade and investment agreement with Nepal. It had sent a draft proposal on a probable agreement to the country last month, in order to boost trade and investment between the two countries, informed Mr. Chiranjivi Nepal, Adviser to Foreign Minister Sujata Koirala.The South Asian Country is studying the draft proposal and its contents. This trade pact, if signed, would prove to be helpful to augment garment exports from the country to the US, believe officials of Nepal.Ms. Koirala had lobbied with Senators for duty-free access to Nepali readymade garments during her recent visit to US, which is a second biggest investor in Nepal after India. As per the statistics from Nepal Garments Association, over the past few years Nepali garments are witnessing a plunge of 80 percent in exports to the US. Currently, there are about 1,570 foreign investment projects operating in the country, worth around US $2.13 billion.

Financial health of state-owned industries has been severely impacted by the political interference, admitted Minister for Industry Mr. Mahendra Raya Yadav. He informed that the Ministry is of the view to sell properties of the country's oldest and largest mills through a tender procedure. A special economic zone (SEZ) would be set up on land of Biratnagar Jute Mill, he added.On 3rd September the government put this mill into pay-off system; however, the mill workers have been denied their promised wages. In addition to this, various state-owned industries as well as the mills functioning in Sunsari-Morang corridor would be moved to SEZ.Sluggishness of the ministries had hampered handing over process of multi-fuel plant to the private sector, he said.

XI. FLORICULTURE

Due to the variation in climate, topography and vegetation, Nepal has a diversity of ornamental plants which could be scientifically cultivated to promote export oriented business. The flower and orchid industry is presently concentrated in the Kathmandu valley. The commercial development of floriculture is still a very early stage of development. Out of nearly 25 flower growers, only 3 have entered export business in recent times. The development of tissue culture initiated by the National Herbarium and Plant Laboratory at Godavari is opening up opportunities for mass production of flowers which could be exported from Nepal. Already tissue culture method pf propagation has been successfully developed in the production of orchids and other cut flower species carnation and chrysanthemums have also been similarly developed.
Prospects for the development of floriculture business are excellent especially for the following species of orchids: cymbidiums, dendrobiums, calanthe, ceologyne. Similarly in other cut flowers carnations, gerbera, rose, gladiolus primulinus, iris polyanthes, chrysanthemum, narcissus tazella offer very good prospects. It is also feasible to introduce the following varieties for commercial development in Nepal: Exotic orchids - paphiopedilum, cattelya hybrids, arachris, epidendrons, mokara, oncidium and odontoglossums; exotic cut flowers - tulipa. anthurium, alstroemeria, freesia and gysophilila.
Foreign collaboration for the development of floriculture to provide technical know-how for cultivation of flowers is required to meet the standards demanded in international markets and to provide guidance in market identification and development. The availability of direct flight connections to Frankfurt, London, Dubai, New Delhi, Singapore and Hongkong offer good prospects for the development of a profitable export oriented floriculture business in Nepal.

The production of eggs and chicken in 1988/89 was estimated to be around 274 million and 10.2 million respectively. Local production is supplemented by imports from India. The average annual yields of egg and meat are low being around 84 eggs 1.6 kg. of meat. Low production and productivity in poultry farming is due to poor foundation stock and feed, and dis-economies of scale due to small scale operations. Commercial poultry enterprises are concentrated in the urban areas, with 15 of the 18 major hatcheries located in Kathmandu valley.
Integrated poultry development projects using modern breeding techniques with high yielding foundation stock combined with a large flock would be profitable venture as it could achieve economies of scale and offer poultry products at a competitive price to serve the unsatisfied demand in the country. A poultry feed mill using raw materials readily available in the country such as grains, bran, oil cake, bone meal could form an integral part of such a project. The production of eggs and chicken from such a project would help to meet growing local demand and also offer opportunities for export to neighbouring countries.

Nepal is a net importer of dairy products. The import of milk products - powder, condensed concentrate, butter, cheese - is estimated to exceed Rs. 120 mn. per annum. Despite these imports there is a severe shortage of fresh milk, infant milk and other milk products in the country.
Nepal has a long tradition in dairy farming. In fact Nepal has in the past exported milk products to India and Tibet in the form of ghee. She could develop the dairy industry to meet domestic demand as well as to renew exports to India and other markets. The topographical and climatic conditions are well suited to dairy development. An integrated dairy industry incorporating related activities such as improved livestock breeding, cattle feed production and processing of milk products would offer promising prospects for profitable investment. Such a project could build up on existing small dairy units spread around the country through a well organised programme of extension services to improve livestock breeds and an efficient collection system for processing in a central unit.

I. MEDICINAL AND AROMATIC PLANTS

Due to varied agro-climatic environment, Nepal is very rich in medicinal and aromatic plants with over 700 plant species. The collection of such plants from wild sources has been practised since ancient times. With the establishment of the Royal Drugs Research Laboratory in 1962 the commercial utilisation of medicinal plants has been encouraged. More than 300 species have been screened and studied and extraction of diosgenin, reserpine, alkaloids of belledona, glycosides of digitalis, lemon grass oil, rosin, turpentine and menthol has commenced. Nepal, a traditional exporter of crude herbs, is now gradually emerging as an exporter of processed herbs and aromatic plants. In recent times commercial cultivation of medicinal plants such as atropa belladona and aromatic plants such as palmarosa, lemon grass, citronela and mentha arvensis have assumed importance. Recent studies also indicate good prospects for the cultivation and processing of chrysanthemum cinerariaefolium (pyrethrum), claviceps purpurea (Ergot), digitalis lanata, eucalyptus camaldulensis, glycyrrhiza flabra, mucuna pruriens, piper longum and valeriana wallichi.
The medicinal and aromatic plants can be exploited for the production of following: essential oils from lemon grass, citronella, palmarosa and mint, oleoresin from ginger, large cardamons, timur and tejpat; turpentine oil and rosin from chir pine; medicines from valeriana wallichii, calamous acrous and nardostachye jatamanshi. In addition to traditional medicines and essential oils, herbs and essences also have a potential as a raw material for the production of cosmetics and perfumes, herbal teas and natural health products.

II. MUSHROOM CULTIVATION

Many varieties of edible mushrooms are found in a wild state in the Terai lowlands, the hills and mountains of Nepal. Two rare varieties similiar to European types known as "Guchchi" and "Varsha Gumba" are found in the hills and mountains under natural conditions. Among the cultivated varieties, agaricus bisporus, pleorotus spp and volvariella are important. The temperature and humidity conditions necessary for growing agaricus bisporus (button mushroom) are very satisfactory in the hilly regions during some seasons. The pleorotus spp. (oyster mushroom) and volvariella (paddy straw mushroom) grow easily during most seasons. The Kathmandu valley has temperature, humidity and other biological factors suitable for the cultivation of these two varietiesof mushrooms throughout the year.
The Plant Pathology section of the Department of Agriculture's research stations at Khumaltar (Kathmandu valley) is producing mushroom spawn. This unit has well qualified staff to undertake research, spawn production and for extension work.
The potential for mushroom production on a commercial scale is good speacially with a view to marketing overseas as fresh mushroom, dried mushroom and canned mushroom.

III. VEGETABLE SEED PRODUCTION

A wide variation in agro-climatic regions from tropical to temperate and alpine climates provides opportunities to produce seed of a wide range of varieties. More importantly, the pockets of micro-climates seperated by high mountains provide ideal environments where the risk of loosing parental lines of high value seeds is minimal. Vegetable seed production is undertaken in 15 different areas with the following 4 special areas highly successful in the production of a variety of seeds: Thak Marpha in the Western Development Region (elevation 2516 m.) - cabbage, carrot, cress, peas, turnip, broad leaf mustard; Mushikot in the Mid-Western Development Region (elevation 1460 m.) - onion, radish, cauliflower, peas, turnip, spinach, capsicum, knolkohl; Kathmandu calley in the Central Development Region (elevation 60 M.) - cauliflower, cress, spinach, turnip, radish, broad leaf mustard; sarlahi in the Central Development Region (elevation 60 M) - tomato, egg plant, cucurbits, capsicum, spinach, peas, okra.
Nepal has well qualified vegetable seed agronomists and vegetable seed breeders. The vegetable development division in the Department of Agriculture has many regional farms located in different agro-climatic regions with well equipped production, cleaning and storage facilities. The division can also provide technical supervision and quality control services through well equipped seed testing laboratories.
Very good potential exists in Nepal for the establishment of vegetable seed farms catering to both domestic and foreign markets. Potential markets in India, Bangladesh, Sri Lanka, Pakistan and Thailand could be developed successfully. The seed quality standards in these countries are close to Nepalese seed standards. Export markets in American and European countries too could be tapped with the participation of investors from these counntries.

IV. FLOWER SEEDS

Due to varying ago climatic conditions Nepal is in an unique position to produce a wide variety of flowering seeds which could be sold in international markets. In the summer season zinnia, marigold, gladiolus, salvia, dahlia, canna are grown extensively. In winter and spring most of the annual flowers such as bellies, dianthus, pansy, antirrhinum, helichrysum, aapaver, verbena, sun flower and so on are grown. The potential for seed production of the following varieties, in particular, has been identified as being very good: anemone sp., aster, chrysanthemum morifolium, elsholtzia californica (california poppies), lathryus odoratus (sweet peas).
The availability of varied climatic conditions and inexpensive labour provide Nepal a comparative advantage to produce flower seeds at low cost. Commercial production and export of flower seeds require maintenance of high technical standards and good supervision. Technology and expertise of foreign companies could be effectively employed to develop this profitable agro-business in Nepal.

V. VEGETABLE PRODUCTION FOR EXPORT

Due to the variety of agro climatic regions and fertile soils Nepal produces a wide variety of vegetables of good quality. The major items of vegetables grown on a commercial scale are cabbage, carrot, turnip, radish, cauliflower, peas, capsicum, egg plant, tomato, okra, knol kohl, beans and cucumber. The major centres of vegetable production are in the Kathmandu valley and in the Dhanusa, Sarlahi, Bara, Makawanpur and Chitwan districts. Almost the entire production of vegetables is consumed within the country, though some exports to India and Tibet are taking place. Recently the production of snow peas for export to Japan has got off to a satisfactory atart and other items like french bean are to be produced for export. This has clearly demonstrated the potential which exists for the production of a few special varieties of vegetables on a commercial scale for export. Foreign investment for the scientific cultivation of vegetables for export would be a profitable business.
VI. FRUIT PROCESSING

Nepal is endowed with good ecological conditions for the cultivation of a variety of fruits. At present citrus fruits, apple, banana, pine appple, mango, pear, litchi, guava, peach, plum and apricot are available in sufficiently large quantities. Plans are also underway to increase the area under cultivation through commercial fruit development programmes. The total quantity of fruits produced is estimated around 480,000 mt. Fruit processing industries consume a fair proportion of total production. Two important fruit processing industries are engaged in the produvtion of fruit squash, fruit juice, jams, jellies, marmalades and fruit salad. Some of these products are exported from Nepal. Opportunities exist for the setting up of industries to process fruits for sale in export market as fruit juices and squash, jams and jellies and fruit based special liquors.

VII. TEA DEVELOPMENT

Nepal has commenced commercial production of tea only in comparatively recent times. The Nepal Tea Development Corporation, a government agency owns seven gardens with a total area of around 880 hectares. In addition the private sector owns tea gardens with a total area of around 1250 hectares. These tea growing areas are in the Eastern districts of Ilam, Panchthar Tehrathum and Dhankuta, almost adjacent to the world renowned tea gardens of darjeeling in India.
The government has given high priority to increase tae production in the Eastern Districts with a view to achieving self-sufficiency in tea and to export high quality teas to overseas market. In order to encourage tea cultivation exemption from the land ceiling law has been provided.
Good prospect exist for the production of quality orthodox teas in Nepal similar to the Darjeeling tea produced in India. Improved cultural practises, latest technical know-how and efficient management systems are required to bring the tea industry in line with the other tea producing countries in the region.

VIII. SERICULTURE

The development of sericulture has been identified as offering very good potential for development in the mid-hills and Terai belt of Nepal by experts from Japan, Korea, China and India. Agro-climatic conditions in these areas favour the cultivation of mulberry and teh rearing of cocoons. The Government has set up a nucleus centre at Khopasi about 35 km. east of Kathmandu in 1975. The centre initially served as a demonstration centre and later expanded its activities to provide training, extension and reserach functions. In 1991/92 it will also function as a major silkworm egg breeding station. Nepal has developed six bivoltine lines and these will be used to produce hybrid silkworm eggs in the country. The preferred production technology in Nepal is the temperate bivoltine technology which is simple and easily asaptable by small farmers.
On a very preliminary assessment mulberry cultivation could be extended over an extent of 6000 hectares which could yield around 350 tonnes of raw silk and 85 tonnes of waste silk. The value of silk fabric from this level of production could exceed Rs. 1800 mn. Private investment to encourage mulberry cultivation and cocoon rearing by small farmers could be developed successfully in Nepal. Post cocoon activities involving reeling, twisting, weaving and production of items out of silk fabric could be developed as medium-scale industries.

Japan to Provide Nepali Youths Industrial Training
Mr. Kojima, Executive Director of JITCO and former Ambassador to Nepal,and Mr. Silwal, Secretary at MOLTM signing the Agreement On December3, Mr. Mitsuaki Kojima, Executive Director of Japan International Training Cooperation Organization (JITCO) and the former Ambassador to Nepal, and Mr. Narayan Prasad Silwal, Secretary at the Ministry of Labor and Transport Management (MOLTM) signed the agreement on the Industrial Training and Technical Internship Programs in Japan for Qualified Nepali People, on behalf of their respective governments, to facilitate the smooth and orderly implementation of the programs. The programs, which are designed to promote "Human Resources Development" at an industrial level or "Skills Development" in Nepal, consist of an Industrial Training Program (ITP) for one year and a subsequent two-year Technical Internship Program (TIP). ITP and TIP are expected to provide opportunities to qualified Nepali people to acquire practical skills through working as trainees or technical interns in relevant industries in Japan, thereafter returning to Nepal in order to utilize their skills for the promotion of industries in Nepal. Such training programs combined with subsequent internship programs are permitted in 62 designated occupations ranging from textile and garments to machinery, metal and food manufacturing, and so on. JITCO agreed to designate the Federation of Nepalese Chambers of Commerce and Industry (FNCCI) as the sole organization responsible for the selection and dispatch of Nepali trainees and interns to Japan under the auspices of MOLTM. JITCO was established in 1991, with the aim of providing an overall framework in cooperation with the relevant authorities of the countries involved as well as comprehensive support and services to Japanese companies and organizations, that accept foreign trainees and interns. It is under the joint jurisdiction of five Japanese government ministries: "Justice", "Foreign Affairs", "Health, Labor and Welfare", "Economy, Trade and Industry", and "Land, Infrastructure and Transport". It is also supported by several Japanese economic organizations such as Japan Federation of Economic Organizations. The number of JITCO-supported trainees newly entered in 2003 was 39,724. They were mainly from Asian countries such as China, Indonesia, the Philippines, Vietnam and Thailand. This agreement has marked the beginning of a new era of relations at a private sector level between Japan and Nepal. It is expected that the training will greatly contribute to the industrial development of Nepal by enhancing the efficiency, in particular practical skills of Nepali workers.

Economic overview
Nepal is among the poorest and least developed countries in the world with almost one-third of its population living below the poverty line. Agriculture is the mainstay of the economy, providing a livelihood for three-fourths of the population and accounting for about one-third of GDP. Industrial activity mainly involves the processing of agricultural products, including pulses, jute, sugarcane, tobacco, and grain. Bumper crops, better security, improved transportation, and increased tourism pushed growth past 5% in 2008, after growth had hovered around 3% - barely above the rate of population growth - for the previous three years. The deteriorating world economy in 2009 will challenge tourism and remittance growth, a key source of foreign exchange. Nepal has considerable scope for exploiting its potential in hydropower and tourism, areas of recent foreign investment interest. Prospects for foreign trade or investment in other sectors will remain poor, however, because of the small size of the economy, its technological backwardness, its remoteness and landlocked geographic location, its civil strife and labor unrest, and its susceptibility to natural disaster.

Historical background
In 1951, the Nepalese monarch ended the century-old system of rule by hereditary premiers and instituted a cabinet system of government. Reforms in 1990 established a multiparty democracy within the framework of a constitutional monarchy. An insurgency led by Maoist extremists broke out in 1996. The ensuing ten-year civil war between insurgents and government forces witnessed the dissolution of the cabinet and parliament and assumption of absolute power by the king. Several weeks of mass protests in April 2006 were followed by several months of peace negotiations between the Maoists and government officials, and culminated in a November 2006 peace accord and the promulgation of an interim constitution. Following a nation-wide election in April 2008, the newly formed Constituent Assembly declared Nepal a federal democratic republic and abolished the monarchy at its first meeting the following month. The Constituent Assembly elected the country's first president in July. The Maoists, who received a plurality of votes in the Constituent Assembly election, formed a coalition government in August 2008.

India has a diverse and rich textile tradition. The origin of Indian textiles can be traced to the Indus valley civilization. The people of this civilization used homespun cotton for weaving their garments. Excavations at Harappa and Mohen -jo-Daro, have unearthed household items like needles made of bone and spindles made of wood, amply suggesting that homespun cotton was used to make garments. Fragments of woven cotton have also been found from these sites.

The first literary information about textiles in India can be found in the Rigveda, which refers to weaving. The ancient Indian epics-Ramayana and Mahabharat also speak of a variety of fabrics of those times. The Ramayana refers to the rich styles worn by the aristocracy on one hand and the simple clothes worn by the commoners and ascetics. Ample evidence on the ancient textiles of India can also be obtained from the various sculptures belonging to Mauryan and Gupta age as well as from ancient Buddhist scripts and murals (Ajanta caves). Legend has it that when Amrapali, a courtesan from the kingdom of Vaishali met Gautam Buddha, she wore a richly woven semi transparent sari, which speaks volumes of the technical achievement of the ancient Indian weaver. India had numerous trade links with the outside world and Indian textiles were popular in the ancient world. Indian silk was popular in Rome in the early centuries of the Christian era. Hoards of fragments of cotton material originating from Gujarat have been found in the Egyptian tombs at Fostat, belonging to 5th century A.D. Cotton textiles were also exported to China during the heydays of the silk route. Silk fabrics from south India were exported to Indonesia during the 13th century. India also exported printed cotton fabrics or chintz, to European countries and the Far East before the coming of the Europeans to India. The British East India Company also traded in Indian cotton and silk fabrics, which included the famous Dacca muslins.Muslins from Bengal, Bihar and Orissa were also popular abroad.(Muslin-a very thin cotton material) (Chintz-cotton cloth, usually printed with flowery patterns, that has a slightly shiny appearance). The past traditions of the textile and handlooms can still be seen amongst the motifs, patterns, designs, and the old techniques of weaving, still employed by the weavers.

Trützschler Nonwovens, led by Marc Wolpers, comprises Fleissner GmbH, Egelsbach, Germany, led by Managing Directors Hans-Georg Buckel and Dr. Dieter Zenker; and Erko Trützschler GmbH, Dülmen, Germany, led by Managing Director Erwin Kock and Director Stefan Flöth; and an operation at American Truetzschler. The division offers complete systems and solutions for nonwovens production; and a product range including staple fiber preparation and web formation machinery, crosslappers and web drafters, and polyester staple fiber production machinery and equipment. Trützschler Card Clothing, Neubulach, Germany, also uses plants in Brazil and India. The export of handicrafts from the tiny Himalayan Kingdom of Nepal has grown in the first seven months of the current fiscal (2008-09), by climbing from Rs 1.52 billion to Rs 1.84 billion, to garner a mind boggling growth of 21.24 percent.The most commendable part of this growth story, is that, this growth has come about at a time, when most of the exporting countries across the globe are witnessing a contraction in their shipments since the last few months. Govt releases funds to re-start Hetauda Textile Mill

The Hetauda Textile Mill will finally be up and running in a few days, with the government releasing Rs 80 million in funds to revive the defunct mill which had downed shutters in 2001, due to a lot of factors within and beyond its control.The Nepalese government had appointed a new General Manager and formed a management committee headed by a joint secretary in the finance ministry in January and the mill management had asked the government to release Rs 100 million to restart operations.Though the government has fixed April as the deadline for restarting the mill, the mill management wants some more time due to the delay in releasing the funds and also since the complete machinery needs to be completely overhauled.

The Federation of Handicraft Associations of Nepal is mulling to set up a handicraft village near Kathmandu with investment from the private sector, informed the President of the Association, Mr. Puskar Man Shakya, who added by saying that that it is still uncertain whether the changed government is still planning to go ahead with the proposal. To promote the handicraft business as well as the small & cottage industries, the then Minister for Industry Ms. Asta Laxmi Shakya had announced establishing handicraft villages at Chobhar in Kathmandu and Pokhara. As per Mr Pushkar Shakya, many businessmen were interested in putting up money for this concept of establishing handicraft villages, since these handicraft villages are expected to provide a helping hand to the tourism sector and also create employment on large scale.Under this concept, the production and sales of the handicrafts at the village will be done through a single window and a suitable location to establish the handicraft village is being searched around Naubise, Lalitpur and Bhaktapur, Mr. Shakya said. The handicraft village would encompass more than 200 factories and will have all the required facilities to attract tourists. It will have hotels, restaurants, mini museum, banks and customs office, informed Mr. Shakya. He further said that to promote the handicraft businesses, handicraft villages and gift houses must be set up in each district. Mr. Shakya added that they would speak to the Finance Minister, Mr. Surendra Pandey regarding continuing the government’s plan to establish these handicraft villages.The plan to establish handicraft villages is still on the cards as both the, Prime Minister Mr. Madhav Kumar Nepal and Finance Minister Mr. Surendra Pandey were positive about the plan, informed the Executive director of the Cottage and Small Industry Development Board (CSIDB), Mr. Shyam Prasad Giri. He further added that to establish a village at Chobhar, request for funds have been put up under a special program. The CSIDB intends to start establishing cottage industry villages in Dhankuta, Pokhara, Chitwan and Patan and Melauli in Baitadi and for this an initial budget of Rs. 33.5 million has been estimated, informed Mr, Giri.

3, Nepali handicraft goods saw an export hike of 17 percent in the first nine months of ongoing fiscal year. Weakening of Nepali currency is the reason behind this growth, noted exporters.Nepali handicraft goods worth Rs. 2.22 billion have been exported to around 80 different countries between mid-July 2008 and mid-April 2009. These exports stood at Rs. 1.89 billion in the corresponding period last year, revealed the Federation of Handicraft Association of Nepal (FHAN).However, in terms of US currency, the exports of handicraft products from Nepal in the nine months of this fiscal had fallen by 0.3 percent to US$29.51 million. During the first nine months of the current fiscal, dollar was valued between Rs. 68.85 and Rs. 80.15, whereas in the same period of last fiscal year it averaged between Rs. 64.45 and Rs. 65.44. But the increase in US dollars against the Nepali currency doesn’t provide a blanket explanation for the increment recorded by certain export items. For instance, exports of Pashmina products went up as the Pashmina companies diversified their products range. These products witnessed an increase of 31 percent and touched Rs. 573.65 million in first nine months of this fiscal. This is because, exporters of Nepal, now export wide range of Pashmina products, including sweaters and ponchos along with Pashmina shawls. This year, Nepali Pashmina products made up for 26 percent of the total handicraft exports. These pashmina products were exported to around 40 countries of the world, while 35 percent of the total Pashmina products, worth Rs. 200.95 million were exported to the US alone, making that country the biggest importer of Nepali Pashmina goods. In these nine months, exports of woolen products also went up by 27 percent to Rs.336.95 million. These exports make up 15 percent of the total handicraft exports. Exports of other textile items such as felt, cotton, hemp and Dhaka products also witnessed an increase, in terms of both, Nepali as well as US currency.While the export of non-textile items such as exports of silver jewelry, which amounted to 12 percent of total handicraft exports, also experienced a marginal growth of 8 percent and touched Rs. 265.05 million. But this figure fell down by nine percent in US dollar terms.

Five big associations of manufacturers and exporters of the country decided to join hands to force the government to introduce hire-and-fire policy and tax holiday for five years through the budget for new fiscal.All these associations, which manufacture and export country’s key exportable items, came together to add strength to their demands, after their unsuccessful individual efforts to draw government’s attention towards their demands.The Garment Association Nepal (GAN), Nepal Carpet Industries’ Association (NCIA), Nepal Carpet Exporters’ Association (NCEA), Nepal Handicraft Federation (NHF) and Nepal Pashmina Industries’ Association are those five big associations, which are facing the same set of problems. These associations are asking the government to allow them to reduce the staff as per the orders they receive, as currently, the manufacturers have to bear the responsibility of the manpower that has been employed to meet the production requirements during peak season and even during the lean period, which kept on adding undue burden to production costs.Due to the global economic slowdown, which has affected the demand of key Nepali export items in major market, the manufacturers and exporters of leading export products also want the government to secure tax holiday for five years. They are also seeking the government either to ban highway closure or to devise a system that could provide for unhindered movement of export shipments during the bandhs and other strikes.There are also many other sector-specific issues which need government attention. Hand-knotted woolen carpet, readymade garment, pashmina and handicraft items are the leading exportable items of Nepal. These items collectively make up for two-third of Nepal’s total third country export. As the products from these industries fail to deliver on time due to the bandhs and labour strikes, all these industries are reeling under the crisis and such failure has ruined the image of the country and diverted the orders away as well. Along with this, labour troubles have also been putting these industries at great risk.
